The State Council recently issued the "2024-2025 Energy Conservation and Carbon Reduction Action Plan," which calls for strict implementation of capacity replacement for electrolytic aluminum, stringent control of new capacity in copper, alumina, and other smelting processes, and rational planning for new capacity in industries such as silicon, lithium, and magnesium. The plan emphasizes the vigorous development of the recycled metals industry and promotes advanced technologies such as efficient and stable aluminum electrolysis, continuous copper matte blowing, vertical reduction magnesium smelting, and large-scale submerged arc furnace silicon production. It aims to accelerate energy conservation and carbon reduction transformations in the non-ferrous metals industry. By the end of 2025, the share of recycled metal supply should reach over 24%, and the direct alloying ratio of liquid aluminum should increase to over 90%. Additionally, by the end of 2025, more than 30% of the electrolytic aluminum industry's capacity should meet benchmark energy efficiency levels, and the proportion of renewable energy usage should reach over 25%. For copper, lead, and zinc smelting, over 50% of the capacity should meet benchmark energy efficiency levels, and substandard energy efficiency capacity in the non-ferrous metals industry should be either upgraded or phased out.
